DUTIES

ACCORDING TO 644 NUMBERED DECREE LAW ON DUTIES OF THE MINISTRY OF ENVIRONMENT AND URBANANIZATION, GENERAL DIRECTORATE OF ENVIRONMENTAL MANAGEMENT DUTIES ARE GIVEN BELOW:

ARTICLE 8 - The duties of the General Directorate of Environmental Management are as follows:

a) To prepare legislation, develop standards, measurement, detection and determine quality criteria relating to prevention and control of environmental pollution and to give an opinion in terms of environmental pollution according to the receiving environment characteristics.

b) To determine the goals and principles on protection of air quality, air pollution, noise and vibration for reducing or eliminating; make clean air action plans and allow to be made; do work in coordination with the relevant institutions and organizations, and to determine the criteria and standards.

c) To determine policies, strategies and relevant legislation on clean production and integrated pollution prevention activities. 

ç) To promote the use of clean energy especially in the renewable energy sources, to identify targets and criteria for fuels in a way that its use will not cause air pollution.

d) To specify the criteria on air pollution, noise and vibration with waste and chemicals which adversely effect to the environment for all country including free zones.

e) To cooperate with Turkey Atomic Energy Agency on nuclear security.

f) To determine the necessary economic tools and improve the related standards in order to perform an effective environmental management and ensure compliance with waste and chemicals in the environment.

g) To determine administrative, financial and technical principles, procedures and standards for the control of exhaust emissions from motor vehicles 

ğ) (Amended: 8/8/2011-DL-648/5) To identify the principles and procedures and provide implementation with the aim of protection, prevention or elimination and control of pollution on groundwater and surface water, seas and soil; make emergency plans and allow to be made; in order to protect the environment determine the appropriate technologies and to identify the characteristics of the facility will be established for this purpose and to take or allow to be take necessary measures in this respect.

h) To establish objectives, policies and measures for the management of waste and chemicals. 

ı) (Amended: 8/8/2011-DL-648/5) To determine and carry out the approval process for design principles and criteria of the wastewater treatment plant together with the Ministry of Water Affairs and Forestry. 

i) To determine the policies, strategies and to create legislation on minimization of waste at sources, classification, collection, transportation, temporary storage, recycling, disposal, reuse, treatment, converted to energy and final storage of the subject.

j) (Amended: 8/8/2011-DL-648/5) To determine the principles related to the waste transportation and transportation of hazardous waste licenses and ensure that its implementation and monitoring in cooperation with related organizations; to identify the pollution status of the contaminated areas with waste and chemicals; to make the studies or allow to made studies for improving contaminated area and risks to the environment and human health.

k) To determine criteria and to ensure implementation for the import and export of fuel, waste and chemicals which will be prohibited and restricted and other substances this could lead to environmental pollution. 

l) (Amended: 8/8/2011-DL-648/5) To prepare, conduct and ensure coordination of national environmental strategies and action plans.

m) To ensure coordination with other institutions and organizations in order to establish plan, policies and strategies for the implementation of measures related to the depletion of the ozone layer and global climate change. 

n) (Annex: 8/8/2011-DL-648/5) To follow and canalize the work of local environmental boards.

o) (Annex: 8/8/2011-DL-648/5 md.) To take preventive measures leads to visual pollution in residential areas on buildings and other structures.

ö) To monitor and conduct national and international work on matters within the its jurisdiction.

p) To perform similar duties assigned by the Minister.
